The Floor of General Works, also known as Roland's Floor, is the first unlockable Floor of the game, located on the tenth story of the library. It is unlocked at the beginning of the game. Its Patron Librarian is Roland, and its main color is White.
This Floor is designated for generic books and tasks, being the top of the Library, rising from the ground as more Floors are added. Presumably, Angela and Roland reside here in most of their cutscenes. The Battle Stage resembles a large bridge section made completely of gray books, with various piles of them scattered across it. In the background, various rising tower piles of books can be seen. The walls in the background are large bookshelves filled with more books.

- This Floor can be seen in the background of the Title Screen of the game.
- The Abnormalities and their Pages are related to A, Angela, or Carmen, being in origin or meaning. Clear examples are Bloodbath and The Snow Queen (Mentioning Carmen's fate in their Story Entries).
- The floor bears resemblance to the Library of Babel, a short story involving an infinite library that contains all permutations of words and letters and thus all written works that have been and will be created in the history of humanity. The caveat is that most of the books are unintelligible jumbles of letters.
- This parallel to how Angela tirelessly searches for the "one true book" she seeks, coming across many books that are useless to her in an infinite and ever-growing library.
- During the start of the game, the towers of books slowly appear upon collecting more books in the background.
